Question about Gay-Lussac

It says in this article 'He [Gay-Lussac] proposed that the change in volume was equal to the volume multiplied by the change in time over 273.' I don't understand that. What does time have to do with it? And where does the 273 come from? You must know: 273 is a 'feature' of water not of gases and not of thermodynamics.

By the way I only know Gay-Lussac and his law. I've never heard of that Charles.
