Actually, it hasn't been accurate since '68... the original prediction was every two years. Moore updated the law sometime around 1980, I think.

The 'rule of thumb' was a doubling of transistor density every year, he changed it to every two years in 1995. See http://www.intel.com/pressroom/kits/bios/moore.htm for further details.
