I like it. But it does raise one general point. There is reference to rules and regulations and certificates. I have jumped to the conclusion that you are referring to the UK legal system. I may be wrong and I wonder whether articles should state what jurisdiction they concern when they make reference to the law. I'm sure I've done this with some of the stuff I've written before.

I've just read that post again! I meant at the end that I've made the same mistake of not stating that the article was about the UK only.

for the delayed response, I just now (8:20 PM on the US East Coast) saw I made the FP! Most of my experience and the law sited is US, the only handrail I have designed in the UK was a Hotel in Barbados. However I believe most of the items sited are true in most advanced societies. I have worked off and on in the industry for over 20 years and am still at it! Thank you for your interest.

Hi FS. I was also interested in your comment that the servants lived upstairs. I think that's true in the UK too but the famous TV series "Upstairs Downstairs" Upstairs or "them upstairs" was a description of the monied, upper class people and downstairs was for servants. Even if they lived in the attic their work took place in the depths of the house.
