For at least the last 10 or 12 years infants here in the states have been taught fiving at the same time as, or even prior to, waving bye-bye. Most learn to five more quickly than to wave, or are more willing to perform the five in public at any rate.
It seems to me that the celebratory nature of a five makes all the difference.
