i dont know if im being stupid, but the first example of 28th april 1999 it said the the century equalled 19 but surely it was the 20th century?

Just use 19 for dates in the 1900s. If you write your date in numbers, e.g. 28/04/1999, then they are the numbers you need: 28, 04, 19 and 99.
