I've heard this story before in various places. "Mythbusters" (a tv show here in the U.S. that looks at urban legends and tried to validate or debunk them) attempted a recreation (with a strong tether line and a dummy for pilot). I think they found that it was feasable as long as the balloons were in good shape. (Some of theirs were falling apart since they were from a war surplus store).
