Michael Madsen (Vic Vager) was given the script and showed it to his acting coach. His acting coach took it home to have a look at it. Her husband asked to see it an loved it so much that he said he had to be in it and ended up producing it. It was Harvey Keitel.

Actually, I'd been told differently than that - it wasn't Madsen's (Vic Vega) acting coach, it was producer (and long-time friend of Tarantino) Lawrence Bender's acting coach that ultimately got Keitel involved. The acting coach's wife apparently got a copy of the script to Keitel who called Tarantino and got involved from there, raising the budget up significantly.
