'By law the Emperors of Japan were men but until the birth of Crown Prince Naruhito (Prince Hiro), the law nearly had to be changed to allow for a female heir.' is in the wrong section. It has nothing to do with Early History. It is to do with Article 2 of the 1889 constitution of the Meiji Restoration.
Before the Meiji Restoration, Japan had a number of female tennou, or reigning empresses including:
Empress Suiko, Empress Kougyoku (a.k.a Empress Saimei) and Empress Jitou, Empress Gemmei, Empress Genshou, Empress Kouken (a.k.a. Empress Shoutoku), Empress Meishou and Empress Go-Sakuramachi (who ascended the Chrysanthemum Throne as late as 1762).
