ah, the joys of the phonetic alphabet, i remember it well. some loony in our local council in the 70s decided that kids should be taught to rede n rite in phonetics rather than "old-fashioned" english. bonkers. i got told off for trying to use "proper" language, and it's led to several of my peers having big problems with their reading/writing ability. but i'm sure it made sense to those in power at the time...
