An additional use of a special licence (which was granted via our "local" archbishop) is when you have two people, at least one of whom is foreign, and are not getting married in the parish of the english-born person
It actually goes beyond a licence, because the marriage was half-done there, and in effect time-delayed until the wedding (it, interestingly (and robbing us of a chance to stress my brother) removes the ability to object)- rather odd, we're standard CoE - rather stranger rules than I had expected
Wedding worked out well though, so all was fine
