Of course, there's always a packet of non-blankness to indicate that the page was meant to be blank, but they had to put _something_ there or you'd think they were just careless. And it's almost always in parentheses, which i suppose is meant to lend it the flavor of a theatrical aside, as if it's not really on the page and we'll just keep this between you and me, reader. Instead of (This page intentionally left blank), they might abandon the pretense of blankness and say "we're not neglecting this page, we just think it looks better this way."
