How do I close tabs in the iPad browser?

Alright, I don't have an iPad, my sweetheart does. He just got it, and is learning things about it.
But we haven't figured out how to close the tabs in the browser! Opening new ones is easy enough. And each tab has a little x, which you would think should close the tab. But no. Not tapping, not pressing and holding. And we can't find any menu options that lets us do the trick either.

Do you mean closing apps? There's a special way of doing this:

Go to main screen.
Press button twice. A bar of app icons appears at the bottom of the screen.
Press and hold on one of the icons.
The icons become wobbly and a minus sign appears in the corner of each
Press the minus to close the app.

No, not apps.
Regular tabs inside the browser (Safari?) He can close the browser, but next time it opens, it still has all the old tabs open, and new ones open sometimes when links are clicked...

But maybe "hard" closing of the browser will close its tabs?
