Thus saith the LORD, Behold, I will raise up evil against thee

- 2 Samuel 12:11
the evil spirit from the LORD was upon Saul

- 1 Samuel 19:9 (and again at 1 Sam 16:23)
I make peace, and create evil: I the LORD do all these things.

- Isaiah 45:7
the LORD hardened the heart of Pharaoh [forcing Pharaoh to not release the Hebrews, leading God to punish the Egyptians with the Ten Plagues]

- Exodus 9:12 (and again at Ex 10:20)

So we have another answer to the Problem of Evil - God doesn't just permit the Devil to do evil, God overrules people's free will in order to force them to do evil.
