Tony Blair's right-hand man

If you've had a look through the links on my page, you may have gathered that I am neither a Christian nor a fan of the advertising industry. You can probably imagine, then, how pleasantly surprised I was tonight to see a truly great billboard ad promoting the Christian Aid charity.
More specifically, the ad expresses that charity's support for the cancellation of Third World debt, and strongly suggests that recent moves in that direction have been inadequate.
The ad features the slogan "All mouth" and a photo-montage depicting several of the world's top finance ministers without their trousers - alluding to the UK expression "all mouth and no trousers", i.e. all talk and no action.
Most of the ministers are shown with bare legs and boxer shorts bearing the designs of their respective national flags. However, the UK Chancellor of the Exchequer, Gordon Brown, is provided with a very skimpy pair of Union Jack briefs.
Also, his right hand is pictured right next to his crotch.
Could Christian Aid possibly be implying that Mr. Brown is a complete and utter banker?
