Why do loose-leaf journals have occasional pages which read 'This page intentionally left blank'? If they were, surely they wouldn't say so.
And what IS an occasional table the rest of the time?

It's part of the great conspiricy. You'll notice that this is a phenomenon that occurs quiet regulary on examination papers, top secret government documents and completely unimportant reports by middle management. Their ultimate aim is that all blank paper should be marked as to whether it should be left blank.
