There must be a measurment of Quality Leadership. Since Leadership is not a child's game, so a very serious method of first selection in the term of a prospective leader's family background, education, conduct, social status, general attitude, logic, phychology and other required qualities and disqualities ought to be judged.
If found selectable, only then his /her nomination for leadership may be accepted and allowed to avail a chance for being elected....otherwise...
