Hi Jim,
Those words do mean "truth and diligence"--but I think you're right that there's no "by." If there were, it would be "veritate et diligencia." Hope that helps.

the full motto on the plaque is

"by truth and diligence"
-
so does the one you left still apply.

as"veritate et diligencia"

as you might have guessed my last name is a french one, im english, from warrington.
