Angel's Trumpet Blackcurrant Swirl

I purchased these seeds today. I don't have a garden. I have decided to see if I can grow them like bonsai trees.
Swing instructions say they have to be soaked in warm water for 24 hours before sowing, at 15-20C on the surface of compost etc.
Does this mean they have to be soaked in the warm water separately or on the surface of the compost? They are soaking in a jam jar full of warm water.
