Several definitions abound with minors being under 13, 18 and 21.
The pre-1970s definition was anyone under the age of 21 - which is perpetuated in our liquor laws.
However a minor is generally defined as a person under 18 years of age.
Specifically, it is an extra-special crime for a person 18 or older to sell marijuana to a person under the age of 18 (at least in Pennsylvania).
