Yes, of course you should apply for the job when the time comes. But you shouldn't offer to do it for less money. Let them be the first to mention that if need be. You may be happily surprised at what they will pay you, assuming you don't volunteer for less.

And you will come from a very strong position. It isn't just that you know the company and the project already. The company also knows you. That is, they've seen your work and apparently approve of its quality. However nicely someone new interviews, there's still no clue how they will perform at the actual job until they're in it.

You're relatively risk-free. And between your new skills with .Net and Crystal Reports, I can almost guarantee that you're underpaid now. Eventually, either they will pay you more or someone else will.
