We are in negotiation right now. I am unsure how to go about this, as I am a terrible negotiator. Basically I want to get in the rough neighborhood that my friends who are already there are making. They started in the last six months or so.

I've never had to negotiate like that (or at least I've never had the balls to do so!). I think your expectation is reasonable.
If they come up with a package you can agree on then you'll be moving over to NC, what's the likely timescale on that?
I must get round to having a good chat with my boss to find out if/how I can get hold of money to get books or courses here. I think I'd like to get a good up to date book and possibly test software and go for the CCNA exam. I did a cisco course (the practical half of the ccna stuff) last summer and would like to take that one a little bit further if I can - especially if I can get work to pay for it.

It's a grey area for me as well. None of the jobs I have ever had prior to this were ones that you could really negotiate salaries.
As far as the CCNA is concerned, my advice is if you want the cert pick up a Testking or similar study guide which features the "type" of questions on teh test. The Test King guide that I had was nearly verbaitum what the test was. You already know the real world of networking so don't get all caught up in learning the ccna for learning's sake. And definately get your company to pay for it. I did...

The relocation people have not contacted me yet. I will find out how they intend to get me there once they contact me. I want to drive out there myself, as I do not like flying.
