I don't really see this as a head for the hills kinda thing, something like a third of the world's population live in cities now, it is where the jobs are. With mechanization, farming has become less labor intensive and the one man with a tractor can now do the work that it used to take a village to do.

Far too often, the village has been replaced by a man with a tractor and the city is mostly barrio.

Ancient Greece is generally reckoned to be the birthplace of modern 'Western' democracy. In Ancient Greece, people lived in cities, with small numbers in the countryside to keep the crops growing. It's a system that works.
