Seconment Opportunity

I work as a clerical assistant in the Gas section of a council but I've been offered a secondment opportunity in the local museum. It's pretty much my dream job but my manager is dragging his feet because apparently it's really hard to get temps for basic clerical work. He's also a bit pissed because I didn't ask his permission before applying for it. However it was my immediate supervisor who gave me the information about the job and I don't think it's my fault my manager has no idea what's going on in his own department. Apparently he had no idea that I was unhappy - I have an Illustration degree but obviously clerical work is what I really want to do.
I'm scared to death that the bastard is going to destroy any chance of me getting out of my mind blowingly boring job.
