an EMP is an Electro Magnetic Pulse, this is created in the few microseconds after a nuclear exposion, one of these detonated 400KN above Central Americal would probibly destray most electronic equiptment that is not protected(and some that is!)

There are other methods that are being researched such as the flux compression Generator.
