Hi sprout
I wondered if you knew there's a Society of Civil and Public Service Writers? (www.scpsw.co.uk)
I joined years ago and promptly won their crime writing competition - I don't think the standard's that high! I later left the main organisation, because it seemed resistant to change, but I'm still a member of the Poetry Workshop, which is a self-governing group. I run an e-folio, which is just a group of people who send each other their poems on email for comment.
I don't know if you're at all interested.

Hi mvp
Thanks for this, I didn't know about it. I bet there are some good writers in the civil service, trying to express themselves away from the day job!
For the moment, I am gradually drip feeding my poetry onto the writer's dock, which is not a bad critical review site with twenty or thirty active poets on it. That's probably enough at the mo, as the novel is eating most of my writing/computer time.
Thanks for the offer though,
sprout
