On someone's home page you'll see a button that says "Discuss This entry" - this will add a new thread to the page.
Or you can take part in a conversation by clicking on it and replying from within the conversation. Just be aware that in some threads you may enter at the start of the conversation so just make sure that you go to the last entry (you can tell by looking at the dots at the side of the screen) otherwise you'll be replying to something that may have already been answered.
