URL's are removed by human moderators, so starring out a section won't work, okay. If all a posting contains is URL's then it won't make any sense if we remove the URL, so in this instance we just fail the post.

I knew the moderators were human - my question was whether starred ones were acceptable: after all, if f**k isn't obscene, I figured there was a good chance that bbc.c*.uk wasn't a 'URL'.
However, question answered.

Regardless, you'll be wanting to change your T&C - the definition of a URL is with the http bit - otherwise it's just an TCP/IP name. And if you want to kill starred URLs, you'll need to change the "to an external website" bit - because starred URLs don't point anywhere - websites or otherwise.
