I guess bunkers that have been turned into museums are popping up all over the place. There is one near where I live which was intended to house the Canadian Govt. It makes you wonder what a govt imagines its purpose would be when the population has been fried.

Most people have the same oppinion, but suprisingly most of these governments did have a game plan of sorts. The bunker I worked in was the government headquarters for Scotland in the event of a nuclear war. Fallout's a pretty fickle thing, especially on an island like Britain where the wind is swirling around all the time, and the idea was that all the strategic people, emergancy services directors and meteoroligists would coordinate the efforts of their collegues on the surface by monitoring weather conditions and moving as much of the population as they could to the areas which would be least effected by radiation, thus saving at least some of the people.
If nuclear devices were detonated over the east of Scotland, for example, and the prevailing wind was coming from the west (which it usually does) then most of the north west of Scotland would be radiation free, Of course, that doesn't account for the idea of total nuclear holocaust but at the time the bunker was first in use I don't think that kind of madness had even crossed anyone's mind.
Another slight flaw in the plan - the government took over a much older bunker which had previously been a radar station for the purposes of the cold war which, rather unfortunately, was situated right slap-bang in the middle of two of the main target areas in Scotland Leuchars and Rosyth. So they might have been able to save some of the people, but it was pretty much guarenteed that they wouldn't make it back to the surface.
