There is a rather nice Secret Of NIMH website that is tarnished by that picture. It's owner makes a point is saying "there's no hate propaganda here coz I'm holier than thou".
Personally, that picture means to me protesting against silly things, and not proper things like, say, this:

Oh no. It's quite alright. I merely put it there for fun, it means nothing to me really. Just thought it was funny.
