It might indeed be fun to develop a new story about hitching a lift on a Vogon ship - one that doesn't involve Arthur Dent and Ford Prefect. 
But you need some characters. Who are these people who want to get a lift on a Vogon ship and why?
And you need to decide what happens to them when they get on board. Do they get thrown off immediately, or is there a way they could fool the Vogons? Or charm them? 
Personally, the idea of offering the Vogons poetry seminars appeals!But I'd probably get thrown off straight away.
