That would explain it.
So, are we any further forward with Dr Avil's motivation? I need to know what makes this guy tick, why he foments social unrest.
What is the pay-off for him? He must be getting something out of it, it's costing him a fortune, he wouldn't pay all that money for no good reason.
How do we get inside his mind? Hmm....

well I'd guess he has some master plan.. perhaps he hopes to overthrow teh government... we'll ahve towait and see what we find out... the full mission briefing will happen sometime in the next 3 days (I hope )
