Did you intend the parallel with "a brave new world" by Aldous Huxley? Either way it strikes me as a little unfortunate, and somewhat revelatory.
What you suggest sounds like a very pure version of something that was tried quite often in the twentieth century, and is now generally acknowledged to "not have worked very well".
The thing is, humans being what they are, before you know it, we're all equal, but some of us are more equal than others, know what I mean?
On the writing front, I think at times it could be a little more concise. I read diagonally through nearly the whole thing but it is quite long.
