Dear Mr Trout.
Your comments have been duly noted. However I must point out that this is a matter for Westminster city council. Our policy on pedestrians is currently undergoing a review. It has been suggested that all uneccessary 'footpersons' should be discouraged from entering the borough. A proposed plan for a non essential pedestrian congestion charge is under consideration. Tourists and members of parlaiment would of course be exempt. Should you fall into either of these categories you may obtain a form from your local council office which is where any future suggestions or complaints should be addressed.

If the Earl of Westminster is anyway related to the Duke of Westminster, perhaps he could spend some of his considerable lucre on a moving pavement type thing to run the length of Oxford Street? That would do the job wouldn't it?
