Making up a cultfigure, to set it loose in the local and maybe even national public can be extremely profiting. You can blame him for your actions and you can use him as a vessel to transmit your opinion. Or you can just use him to have fun for your own personal amusement. (a legitimate form of humour)
How to create a fictional cultfigure
As for creating a cultfigure, looks don't really matter. Leaving out the looks even adds up to that mystery fog around him. The important part, to make him appealing, is to give him a perk, a twitch, something very remarkable about him. For instance, one might say he lives in a tent.
