I think Cesar would recognise that it is very sensible advice. Unlike his detractors Cesar acknowledges that a wide range of training techniques are effective and appropriate. He know that one approach does not meet all needs and adapts his methodology to the dog/owner he is trying to help.

I believe on his recent stage tour of the UK when the subject came up he told the person to 'get roller skates'.
Managing a problem is a perfectly allowable dog training technique, although not one I'd choose for lead walking.
