the problem with your plan is that the flail tank very offen dont set of AP (anti personell mines) but mearly move them out of the way, pluss they are very expencive to run and maintane. but by far the biggest problem with mine clearnce is the fact that land mines have been buryed and know one knows of their location, as records wernt kept. contry to common beliefe, most mines and booby traps wernt laid in fields, but were placed on there own, neer wells, brisges, or just around. what realy needs developemnt is the detection of mines.
