Why does the upscroll on the ball work but the downscroll doesn't?

Why is the mouse unopenable so I can't clean the inside?

Does anyone know the name of the miscreant who designed the mouse so I can have him smacked with a fish?

This usually works for me, and is much easier - unplug the mouse, turn it upside down, and use a slightly moist lint-free cloth to vigorously rub the scroll ball.

And it's Apple approved:

It might take 2 or 3 tries, but your mouse will be as good as new.

I tried the simplest solution first. Rolled upside down on a damp facecloth for half a minute and am now scrolling faster than the librarian at Alexandria.
