I think more text is needed. Perhaps something like:
"Welcome to the Dragonhouse, the home and meeting place for all things Dragon like in H2G2!"
You could then add to the Counsil Members list with something like:
"Below is the Dragon Counsil. These are the people who run the Dragonhouse and represent it on all official business."
And finally, for the Dragon Lore:
"What is a Dragon, How does it fly? How do you fight with them? All this and more can be found in the Dragon Lore."
