I'd agree with SEF, and interpreted the phrase as roughly:
Who has time [to think], and waits for [the perfect] time, lacks [the chance of acting in] time"
Though a subsequent Google search on "who has time and waits" did find:

Which included the suspiciously similar:
"He who has time and waits for time will lose his friends and never has
money. He who is an ass and thinks he is a stag...."
