Cluster Bombs

I heard on the radio this morning that there's a military/Red Cross conference going on today and one of the key subjects is cluster bombs. This is one bomb is dropped and becomes hundreds more before hitting the ground. The military, it appears, insist they're an essential weapon. So the question being discussed is who clears up afterwards. As I heard it the British and American Armies don't think its "their job".
Anyone out there know who is clearing them up?
