I believe, to contact the Towers and let them know that you've forgotten your login name. You email [email protected] and let them know all you can remember about your previous account. However, if you never wrote anything on your past page, then all that you may be missing is a few conversations which I'm sure you could find again without too much trouble, assuming you conversed. Also, if you've forgotten your BBC password, you need to go to http://www.bbc.co.uk/myBBC and they can email you your password once you find out your login name.
Anyway, since you hadn't written anything on your page, I'm gonna assume that you haven't been visisted by an ACE yet, so... *trumpet fanfare* Here I Am! I've written a page specifically for newcomers to h2g2, which I guess you can still be considered, with some of the more important parts of this site therein (plus a few less important but interesting ones as well):

Thanks for the welcome, Amy. I had only conversed once, (I've read a lot of stuff without being logged in) so I guess I'll just forget about the previous registration and start afresh. I'll try that email address just to let the 'Towers' know. I haven't read your newcomers page yet, but I will, and may be talk to you again.
