The cost of this form of transport is very high. Why don't we turn the system upside down, i.e, make the coils the train and the metal the track?

There are coils on both, using just metal wouldn't provide a strong enough magnetic field. Plus then the trains wouldn't be able to move as the coils in the guideway provide the forces that make the trains go, or at least they contribute to what's going on on the train to make it go. Just metal couldn't do this.
