I don't think it is lack of confidence or a lack of imagination that people are unwilling to follow there dreams but it is the negative aspects which will rear the head.
Most dreams are time intensive meaning that you would have to give up your job to follow it. Losing your job would mean losing an income.
It's not so much what might happen but what will happen.

Yes; money or lack of, tend to be the major reason most people simply cannot actually achieve their dreams, which is very sad.
I wonder if people who have loads of money feel they have achieved their dreams...they probably wouldn't be doing something as "ordinary" as posting on here though, so we will probably never know!
