I see that you're quite new around here at h2g2, so welcome! I can also see, looking at your personal space, that you've already spent some time making helpful comments in Peer Review -- three cheers for that! If you keep up with that, and check back in here now and then, I'd bet you'll be made a Scout eventually!

How much time does the average scout spend scouting?(if there is such a thing as an average scout)
What exactly is the mailing list, i don't think its very well explained.

Hmmm... for the time, I'd guess that it varies pretty greatly. The only thing all scouts are required to do is make their 2 picks each month -- that could take anywhere from an hour to several, depending on the scout and what's out there.
However, it's also important for scouts to spend what time they can helping out in Peer Review (and the Writing Workshop) -- helping authors get their entries to the point where they are ready to be picked. How much time you spend doing this is entirely up to you -- for most of us, I think, it varies somewhat from month to month.
Another task that the scouts handle is what we call "reaping" -- going through Peer Review and finding the entries that shouldn't be there anymore, and making lists so that the editors can move those threads to the proper place. Only a few of us scouts work on this, though.
Feel free to pop by here again if you have any other questions about scouting, or how the Peer Review process works. One thing you might consider trying is writing an entry yourself and putting it through the Peer Review process -- that can give you a better perspective on it all.

Oops, forgot the bit about the mailing list.
There's a Yahoo!Groups mailing list that all scouts are subscribed to. Once you're chosen as a scout, Jimster adds you to the list. You can choose to get the emails from the list individually, or as a daily digest, or you can just read them on the Yahoo!Groups website. The mailing list is where we communicate with each other and the italics (editors) about what needs to be done, any problems, etc.

Making comments in Peer Review is *the* best way to become a Scout!
It's a pleasure to meet someone who is keen to get involved in the Edited Guide .
When I'm an active Scout I reckon I spend about ten minutes a day keeping an eye on peer review and making comments. Sometimes I do that daily or sometimes I sit down at the weekend and do it all at once. I guess some Scouts spend more or less time making comments in PR

how long does it take waiting here to become a scout?
i know they say they only recruit for one volunteer group at a time, when do they next recruit for scouts?

It really varies, and I don't know that there's any set schedule. They recruit when the need new volunteers.
