Hi there, Rob!
One thing I always recommend to people who are hoping to be scouts is that they spend some time commenting on other people's entries in Peer Review. It's really a win-win situation -- you see more of what being a scout is about, we see that you're serious about it, and the people with entries get the benefit of your feedback. 
If you could spend some time doing that, and then pop back here and let us know if you're still interested in being a scout, that would be great!

PeerReview is the best place to get experience, as Mikey says. A1159751 is also a good introduction to scouting that covers some basics on behavior in PR and guidelines on commenting on entries.
