Most of the time on the desert planet was spent either in the ship which probably had an enormous source of water or in the Anakin's Hut which most likely had some water source to keep the occupants alive. So he probably kept alive by drinking glasses of water frequently.
And the Energy Beam isn't deadly. Anakin issues a warning that it will "stun" Jar-Jar if he touches it. Why a beam of energy that strong would only stun him I don't know but its what Anakin Said. He didn't say "you'll get eletricuted" or "you'll die". He clearly states that it'll will render him numb, stunned, or depending on your interpritation paralyze.
Although I fully agree with you on the point that Jar Jar should die.
