Wales had codified laws from the time of Hywel Dda in c. 950 AD.

William the Conqueror invaded and conquered England. Wales was only slowly conquered by the Normans/English over the next 200 years or so until 1282.

The English and Welsh legal systems existed in parallel in Wales until 1536 when Welsh law was abolished.

This means that there is no Welsh law. Instead, English law covers both England and Wales. Scotland retains its own separate legal system. (I'm not sure about Northern Ireland).
