i figured finally, (after weeks of not being able to submit my post for editing,) that i must be doing something wrong. I realized that the missing button telling the guide that i'd like my entry reviewed was because i'd written all my info on the home page (d'oh!) so i created an entry and now it is set! I'll be much happier about using the guide now that i'm a smarter user.
