If you can not make a cactus happy in Seattle, than you just can not make things happy anywhere.
I don't live there, but my favored place is the Pacific Northwest, have been there many times and my very best Lady Friend lives there.
She has among many plants, cacti too.
When you grow up, you will know how to make a cactus happy-- anywhere. Good luck. G.
