The guy with the mohawk is Uub, the reincarnation of the final version of Majin Buu (Kid Buu). At the end of DBZ, Goku uses a wish for Buu's spirit to be reincarnated as a good person so he can fight him again. Uub eventually fuses back with Fat Buu during the confrontation with Bebi but is still woefully underpowered to fight Bebi.
